Slumlord refuses to make repairs

The landlord refuses to make repairs and won't let the handymen fix anything. Most units only have 2 burner built in stove tops that aren't manufactured anymore - they're all broken because they're so old and the landlord refuses to pay to take them out and replace with a new appliance - landlord wouldn't even provide tenants hot plates! There is mold in all the bathrooms and water damage to walls; The landlord refused to do anything about it for over 2 years, then one day sent someone to just paint over the mold! The hardwood floors are in horrible condition too with large chunks of wood missing. Many closet and bathroom doors don't close properly and don't lock properly. All our toilets didn't flush properly for MONTHS because of a clog in the building pipes and, again, the landlord refused to do anything about it - we had to flush by pouring a bucket of water in the toilet each time. Any small repair that was made was always done after months if not years of begging. The neighborhood is beautiful but the building is so depressing and its demoralizing that its owned by someone who has no problem subjecting their tenants to such awful conditions.
