Very smelly building falling apart

On a nice street, well laid out apartments

Cons

Floors are falling apart, you hear everything from your neighbors, and there's a terrible smell of cat piss/ammonia/sewage just always hanging around the building and coming up through the floorboards

Fairly affordable. Super is nice and attempts to be helpful.

Management is incredibly unmotivated and disinterested in helping tenants. They will frequently delay or avoid responding to emails, making necessary repairs even after being reported to the city several times, and not deal with recurring problems regarding heat, pests, and leaks.
