Okay building but lots of sudden problems

Decent location, decent size
Cons
Occasional cockroaches, very loud especially at night because next to all the hospitals, not very responsive super (supposedly “live in” but actually lives in building two doors down), not responsive/rude management, water inconsistent temperature often too hot and scalding, pets allowed and neighbors can be loud, huge flooding issue when it rained (rained through entire stairwell and in several units), packages often stolen, entryway door often stuck and hard to open, advertises as having laundry in building but one machine and one dryer shared between TWO buildings in courtyard not well lit, heat only in one room from radiator that you can’t control
not bad for an old building
Pros
pet-friendly, no mice/bugs so far, 1st-month no rent, online rent portal
Cons
no elevator, package missing/open, intercom doesn't work, sounds travels from hallways, and weird apt layout.
