Replace basic infrastructure- old windows, carpeting in the hallway, etc

Rent-stabilized but management is extremely rude and uncooperative.
Pros
- Good location, building is mostly clean and well-kept. - While living here, management was responsive about a few maintenance issues I had.
Cons
- No elevator. - Gas stove (could be pro or con depending on preference). - When I was moving out, management became extremely difficult to deal with. Responses were very rude and there was a lot of unnecessary back and forth and hostility for no reason.
