terrible water pressure and temperature

cheap, big, and top floor.

water pressure is dismal water temperature in shower changes from cold to boiling hot and back lost heat and hot water several times during the winter, once as long as four days roaches in the building, but the apartment is OK we are on top floor, roof leaked on and off all two years. they sent people, but it was never properly fixed, and it looks like shit
