This is a pay your rent on time and look the other way building. They will not be assisting you with any pests, noise, or health and safety issues. Unfortunately, this building experiences mice problems. The restaurant nearby is probably the main cause, but reporting it is useless because the owner or "property manager" doesn't respond to any complaints. Hopefully you won't have any construction during your stay because if there is, even more mice will appear. If you are street facing, the street noise is awful. You'll hear the delivery trucks, trash trucks, horns throughout the day, nightlife crowd passing by or gathering and smoking next to the apartment entrance. It may even float up to your closed windows, which are old and inefficient, so you’ll be impacted either way. You also have the outdoor seating, which is an all day interruption on weekends. If you WFH, expect to hear the buzzer all day because each unit's bell, including your own, is frightfully loud. The older couple on the third floor smoke copious amounts of pot. It is so disturbing even an air purifier and open window can’t release it quick enough. The "property manager" refuses to acknowledge this reality because the resident has been a leaseholder since 2014. The tenants that have been there for a long time do not pay market rate, and that’s how this building keeps longterm tenants. For the rest of us paying market rate, I advise to keep looking.
I am in one of the renovated apartments in the building and it is very clean and the appliances work well. The location is perfect and the neighbors are polite.
I have no idea who the landlord is, we only communicate with the building manager. The apartment was apparently rent stabilized until 2009 when it went "permanently exempt" (not sure what this means). We also have to pay rent in checks which is quite inconvenient. The super is not often around and does not clean the hallways often. I feel like we are overpaying for size of the apartment, but the WV is notoriously expensive.
