Building is horrible dirty and unsafe homeless sleeping in hall ways

Pros:
Apartment size is nice, and they do mop the building every day.
Cons:
Tenant allow dogs to walk without leashes, dog crap sounds the building in abundance. Rent scams are being ran here. They are trying to hike up the rent by hundreds. Homeless sleeping in halls and exits. Lobby and first floor are never locked or sercured. Laundry room closes way to early way to expensive and machine tend to bebroken.
Advice to owner:
Building is in desperate need of Sercurity. And rend should rent should never be raised hundreds of dollars in between tenants that’s not legal! Go over each tenants rent and adjust it accordingly before the lawsuit start because I’m definitely going to sue for rent over charges
