Slow responsive uncooperative landlord

All electrical appliances so massive electric bill ($250-$350/month), landlord has urgency to fix issues and will push for tenant to resolve at their own expense vs landlord expense, landlord is rude and uncooperative, he was incorrectly reporting rental amount each month (we paid more than what he claimed/reported we paid in a month), massive issue with mold in the basement which made its way into the duplex unit we were in and eventually overtook the unit next to us and forced the renters out of the space and was uninhabitable due to the mold issue that the landlord wouldn’t address.
Advice to the owners
Stop being a slumloard and stop violating renters rights and do your part as a landlord under NYC laws
