Cheap gentrified apartment with unresponsive owner

Great location. First floor has a backyard. Access to the roof.
Cons
Super and landlord is nowhere nearby, meaning management is slow to respond whenever there are issues. Apt is newly refurbished, but everything is built very cheaply. Heat and hot water was a MAJOR issue. Not only did tenants have to pay for heat and hot water, but the place was so poorly insulated that the heat did not even reach the bedrooms. This was one of the coldest apartments I’ve ever lived in. I literally had to buy a space heater (which would eat our electricity bill on top of the heating bill) and put a hot water bottle in my bed just to make it livable. Hot water would not work several times, especially in the winter. We experienced flooding multiple times (both from rain seeping into the basement and from a plugged drain upstairs - which flooded because mgmt neglected to fix it earlier). There were also issues with the carbon monoxide alarms that went off in the middle of the night.
Advice to the owners
You are required to respond to your tenants. Don’t be a landlord if you can’t manage that.
