Go somewhere else if you can.
Pros
Low price, rent stabilized, large apartments, good location - close to B/Q trains and shops.
Cons
The heat is not sufficient during the winter. Pest issues are never fully resolved even though an exterminator supposedly comes monthly. Super was supposed to fix a few things in the apartment but never actually comes around.

Decent Building on Quiet Street
Pros
Responsive super, rent stabilized, quiet street.
Cons
The street is quiet, but other tenants are quite loud in common spaces, have unauthorized pets, smoke in the hallways.
Advice to the owners
Just pick up the damn phone and talk to your tenant when you know there's a problem in the apartment.
