One tenant is mentally ill and screams out his window at all hours. It is often random shrieks but most commonly he shouts insults, death threats and extreme profanity as if he’s having a fight to the death. He screams in the stairwell. He lingers in the elevator bay on the ground floor moaning, hollering, conversing with and telling off his imaginary enemies. He stands outside the building right by ground floor apartment windows screaming and shouting at passersby on Beverly Rd. Threatening to kill their families and asking them, “Where you live?!” He shattered the plate glass door at the exterior of the building and it took ownership/management over a month to replace the door, leaving it fully exposed and unlocked and visible from Beverly Road, where numerous people are walking past the building going to and from the subway. Building management routinely drags their feet when making repairs. One plumbing issue in particular caused repeated water damage to the bathroom walls and ceiling because a leak in the upstairs was never fixed until city inspectors got involved. There were frequent and repeated infestations of mice and cockroaches. There is insufficient area and bins provided for a building of some 24 units and as a result trash is routinely piled up around and beyond the garbage area. As it out in the open on E. 18th street, it is often being rummaged through because the bins aren’t kept in the secured area behind the building.
