Roach & Bed Bug Infested. Elevator Constantly Out of Service. Super Never Around. Laundry Room Out of Service. Gas Doesn't Work. Fire Alarm Not Working. Police Always Responding to Calls.
Advice to the owners
Sell the building to someone who can actually take care of it.

Rent is somewhat cheap for the neighborhood, that is literally it.
Cons
Building is owned by complete slumlords. Many of the floors have an on-going Bed Bug infestation that has been occurring since 2009, yes, 2009. As well, as mice, and cockroaches. Not only that, but many of the apartments have a severe shortage of Heat in the winter, while the other half are baked like an oven. Stay away if you can. No one should have to live here.
Advice to the owners
This building should be sold to an owner who can properly take care of it.
