In addition to the ongoing harassment and poor living conditions, there were serious concerns regarding the management of the property. Although the landlord owned the building, a broker’s fee was collected through Public Assistance under another individual’s name. When I questioned why a broker’s fee was being charged for a property she owned, I was told it was because the apartment had already been listed. The agreed-upon rent was supposed to be $1,500 per month; however, I was also asked to pay an additional $700 in cash each month outside of the lease agreement. The property appeared to contain illegal conversions and overcrowded living conditions. Multiple small rooms were rented individually, some so small that they could barely accommodate a twin-size bed. One apartment had no windows. The rooms were rented separately to occupants, creating serious concerns regarding safety and code compliance. I was also billed on a shared meter and was paying the electric charges for the entire property for approximately two years. Following complaints and an investigation, inspectors sought access to the building to evaluate the situation. Access was repeatedly denied. The court ultimately ordered the landlord to provide access within one year. When that did not occur, the landlord became responsible for the shared-meter charges. These issues, combined with the conditions in the building and the treatment of tenants, created an extremely difficult and stressful living environment.

I am sharing my experience to inform others about conditions at 676 Midwood Street, Brooklyn, NY, during my tenancy under landlord Sophia Adams. During my time at the property, there were serious and ongoing issues that negatively affected basic living conditions, including: • Heat being shut off during winter months • Interruptions in hot water service • Rodent infestations, including rats and mice • Mold conditions within the apartment • Ongoing maintenance and habitability concerns There were also concerns regarding illegal apartment conversions and overcrowded living conditions within the building. One of the most significant issues involved a confirmed shared electric meter condition. I filed a complaint with the New York State Department of Public Service (Case #165076), and the investigation determined that a shared meter condition existed. As a result, the owner was held responsible for the electric service. For an extended period of time, I was unknowingly paying electricity charges that were not limited to my apartment. In addition, I possess video recordings from the property that appear to show garbage being intentionally placed at my door and damage being caused to my personal property. These incidents contributed to an environment that I found stressful and intimidating. Based on my personal experience, I would strongly encourage prospective tenants to thoroughly research the property, request all documentation in writing, and carefully inspect the premises before signing a lease.

The landlord engages in a pattern of behavior that creates a hostile living environment for tenants. The property has ongoing issues with rodents, roaches, and other maintenance concerns, yet repairs are often performed by unlicensed or unqualified individuals rather than properly licensed contractors. Multiple tenants have reported that after residing in the building for several months, the landlord frequently initiates conflicts and pressures them to leave, often followed by eviction proceedings. In addition, there are ongoing concerns regarding excessive and intentional noise disturbances, including repeated stomping and banging at various hours of the day and night, which appear designed to disrupt tenants’ peaceful enjoyment of their homes. This pattern of conduct has caused significant stress and has made it difficult for tenants to feel safe and comfortable in their residences.
