good building but smoker on my floor

generally nice doormen not super big, homey feeling
Cons
there was a smoker on my floor and it constantly smelled of cigarette smoke despite the building being non-smoking? move out policies not clearly communicated sort of old so occasional bugs, radiator sounds

Management is extremely dysfunctional
Pros
Doormen are nice, rent is relatively reasonable for Manhattan, elevator always worked
Cons
The building is run by absolute morons. No organization, extremely strict on bizarre rules, generally very disorganized.
