Neglected Apartment building

2-min walk from subway 103rd station /Train 6
Cons:
Neglected and not maintained/old building; uncontrolled pest situation (flies and roaches); low water pressure; inconsistent water temp/ unavailability of hot water from time to time/time and time again
Advice to owner:
Total modification and repair of the whole building/all apartments
